Terms and Conditions of the Vlčí Lístek Service
1.1. These Terms and Conditions define the rules for using the "Vlčí Lístek" online service (hereinafter: the "Service").
1.2. The operator of the Service and the entity providing electronic services is HQ Market sp. z o.o., ul. Frezerów 3, 20-209 Lublin, Poland, Polish Tax Identification Number / NIP: 9462684492 (hereinafter: "Service Operator" or "Service Owner"). The "Vlčí Lístek" service is part of a project developed by PB Vision iT.
1.3. The controller of personal data is HQ Market sp. z o.o., ul. Frezerów 3, 20-209 Lublin, Polish Tax Identification Number / NIP: 9462684492 (hereinafter: "Data Controller").

1.6. By using the Service, the user accepts these Terms and Conditions.
2.1. Vlčí Lístek is part of an international system operating in different countries under different names and language versions, developed by PB Vision iT.
2.2. The system uses analytical tools, including automated data processing, for comparing information entered by users.
2.3. The system may indicate potential connections between reports concerning the same persons or entities and inform users about matching results.
2.4. Results generated by the system are for informational purposes only and do not constitute confirmation of accuracy or any legal or factual assessment.
2.5. Where potential connections are identified, the Service may in the future allow users — with mutual consent — to establish contact through the Service. This feature may become available once launched.
2.6. The Service may enable user cooperation solely at their own initiative and responsibility.
3.1. Use of the Service requires registration of a user account. Selected features of the Service are available free of charge within a Free account. Viewing detailed search results and publishing an entry may require active paid access or a one-time payment according to the current pricing.
3.2. A Free account allows the user to use the account dashboard, start a search, create and save draft entries, and enable record monitoring.
3.3. A Free account user does not see detailed search results, the number of results, or information on whether the searched person or entity is present in the database. This information is available only after activating the relevant access.
3.4. Users must provide accurate and truthful information.
3.5. Sharing accounts with third parties is prohibited.
3.6. Users are responsible for all actions performed through their accounts.
3.7. The Service is intended for persons aged 18 and over. Persons under 18 may not use the Service without the consent of a legal guardian.
4.1. The Service provides access to functionalities including publishing and searching entries ("tickets").
4.2. Before completing the payment, the user may be asked to expressly consent to the commencement of the digital service before the expiry of the statutory withdrawal period and to confirm that they thereby acknowledge the loss of the right of withdrawal to the extent provided by applicable law.
4.3. Payments are processed via external payment operators.
4.4. Search automatically covers all available areas of the database. The user does not need to select an individual catalog or area before searching or when purchasing access.
4.5. A Free account user may enter a search query. However, without active access they will not see the results, the number of results, or any information confirming or denying the presence of the searched person or entity in the database. The information shown to a Free account user after a search is the same regardless of whether the database contains matching entries.
4.6. A Free account user may enable monitoring of records that may concern their data. Monitoring automatically covers all areas of the database and does not require selecting a catalog. The Service may notify the user about a record that may match the set monitoring criteria; a notification does not in itself constitute confirmation of identity or of the truthfulness of the record.
5.1. Users may add entries concerning persons or entities.
5.2. When publishing an entry, the user may choose whether their identity will be shown to other users or whether the entry will be published without disclosing the author's identity. This choice does not change the public status of the published entry. A draft is not published and is visible only to its author.
5.3. Users declare that published content complies with applicable law and does not infringe third-party rights.
5.4. It is prohibited to publish content that:
- is false or misleading,
- infringes personal rights,
- is defamatory or offensive,
- contains sensitive personal data without a legal basis.
5.5. Users bear full responsibility for the content they publish.
5.6. The Service acts solely as a technical platform and is not the author of user-published content.
5.7. A user may create an entry and save it as a draft without prior payment.
5.8. A draft is visible only to its author. It does not appear in public search or to other users.
5.9. When creating an entry, the user selects the entry's topic. The topic serves only to categorize the entry thematically and is not a selection of a separate database or paid catalog.
5.10. Publishing a draft requires active publishing permission or the relevant payment according to the current pricing.
5.11. If the user does not have the required permission, they may be redirected to payment when attempting to publish. After a successful payment, they can return to the created draft and complete its publication.
5.12. A published entry becomes available in the database without prior moderation. The Operator reserves the right to subsequently review, restrict, or remove the entry in accordance with these Terms.
6.1. Violations may be reported via: "report dispute", "report to administrator", or kontakt@vlcilistek.com.
6.2. Reports should include a description of the violation and identification of the relevant content.
6.3. The Service Operator may: remove content, limit visibility, mark content as disputed, or block an account.
6.4. Reports are reviewed within a reasonable timeframe.
6.5. Upon credible information about unlawful content, the Service Operator may immediately restrict access.
6.6. The Service Operator is not obliged to pre-monitor all user-published content.
6.7. Users may appeal Service Operator decisions.
6.8. The Service does not resolve disputes between users.
6.9. The Service Operator may temporarily restrict or block a user account if the user violates these Terms, misuses the Service, provides false information, circumvents payment rules, or acts contrary to applicable law.
7.1. Users may submit a complaint or report concerning the operation of the Service by e-mail to kontakt@vlcilistek.com.
7.2. A complaint should include the user's identification, a description of the issue, and any supporting materials.
7.3. The Service Operator will handle the complaint within a reasonable time, no later than 30 days from receipt, unless otherwise required by law.
8.1. The Service Operator is not responsible for content published by users.
8.2. The Service Operator does not guarantee the accuracy or reliability of published content.
8.3. Users use the Service at their own risk.
8.4. This does not affect liability that cannot be excluded or limited under applicable law.
9.1. Data is processed in accordance with the Privacy Policy.
9.2. The Data Controller implements users' rights under GDPR.
10.1. The Data Controller may be changed due to development or organisational changes.
10.2. In the event of a change: users will be informed electronically; data may be transferred to the new data controller to the extent necessary to continue services.
10.3. The new data controller assumes legal obligations from the date of change.
11.1. The Service Operator reserves the right to amend these Terms.
11.2. Users will be informed electronically about amendments.
12.1. Matters not regulated herein shall be governed by applicable law.
12.2. These Terms are governed by the law applicable under the relevant provisions of European Union law and the law of the Czech Republic, unless mandatory provisions require the application of other law.
